A. Experience and History

1.  How long have you lived in San Leandro?

For many decades.

2.  What is your current job and place of work, if any?

Unemployed, non-subsidized, tax-producing taxpayer.

3. What community, professional, and advocacy groups are you a member of?

Before this question can be responded to, first the SLCAN shall provide the name(s) of the legal firm that approved this questionnaire.

4. With what political party, if any, are you registered?

All candidates must be “affiliated” with a registered political party. Cities and counties are mandated to provide such information.

5. In a one sentence answer, why are you running for office?

Based on the American citizen’s Constitutional right to do so.

6. What are the relevant skills, experience, or education that qualify you?

Exactly the same as any other qualified American citizen.

7. What are your top five accomplishments of the past 2 years?

  • Howard Jarvis taxpayer advocate
  • Social Security Medicare advocate
  • Opposed and placed tax matters on ballots for voters’ approval

B. Goals

8. What are your top 3 priorities, and what resources or programs would you advance to support them?

PRIORITIES are a “copout.” Refer to the following: Exhibit-02; Exhibit-03; Exhibit-04

9. Do you have any big ideas or visions for the future of the city?

Regarding visions/big ideas: The Truth – The Whole Truth – Nothing But The Truth. Taxpayers subsidizing taxpayers, not for funding government. Refer to the following: Exhibit-01; Exhibit-05

C. Opportunities for Public Participation

10. How will you improve communications between residents and city government, and improve public participation in city government? 

Local level government has to list to what is said but does not have to in any manor “respond” to what has been stated. Refer to the following: Exhibit-02; Appendix-A1; Appendix-A2

11. What will you do to get City Council meetings—and city boards and commissions—televised   and online, including transcripts, for public access? 

TRANSCRIPTS are already available and (online information is limited) would be a misuse of taxpayers revenue.

12. What steps will you undertake to improve the transparency and quality of decision-making by the City of San Leandro?

Quite simply, the problem and/or issue is NOT transparency or the QUALITY of the city DECISION-MAKING process.

D. Campaigning

13. List your top five endorsements.

Seeking or accepting political endorsements can be similar to “accepting” cash contributions and could be in violation of the Elec Code §20000. Lou Filipovich, as a Republican candidate for public elected office, “welcomes” support—and respectfully declines endorsements.

14. List your top five (in dollar amount) campaign contributors to-date.

Lou Filipovich, District 4 candidate, shall not seek or accept political campaign contributions.

15. What is your position regarding changing City Council elections from city-wide elections to district-wide elections? 

WITHOUT “STAND-ALONE” ELECTIONS Question No. 15 is moot. Refer to the following: Appendix-B1; Appendix-B2

16. What is your position regarding changing representation to be by race rather than by geographic location? 

Question No. 16 addresses enacted statutory rules of law. Lou Filipovich is not an attorney at law nor provides legal advice.

E. Schools

17. How will you promote joint collaboration projects between the city and public schools?

We have 2 school districts within the San Leandro city limits that also include part of Oakland, parts of Alameda County. Also, both have only 1 source of tax revenue mostly based on residential homeowners and renters of residential property. Therefore, Lou Filipovich shall only support, and OPPOSE any proposed taxing system if the TAX is NOT based on a two-thirds majority vote.

18. What do you see as the city's responsibility for the impact of new housing developments on schools?

Housing development provides tax revenue for schools. City redevelopment on the other hand and historically creates city taxpayers debt.

19.  What was your position on instituting a parcel tax to help pay for ongoing costs for the San Leandro Unified School District?

I have no vote within the San Leandro City Unified School District! Refer to Question No. 17 or Question No. 18.

F. Local Issues

20. Briefly state your ideas on how to encourage and protect local businesses development, including your position on enacting limits on chain businesses, and actions you would propose to accomplish your vision.

21. How would proposed to implement the Transit-Oriented Development (TOD) vision, given the insufficient resources and interest? 

Before any proposed or so-called “implement” can take place, the first question that needs to be answered is—The Cost, Who Pays, and For How Long—especially whenever any funding is also provided by taxpayers revenue.

22. What are your thoughts and plans about getting a quality business in the old Albertson’s site?

This old Albertson’s site is another city/county development/redevelopment site, and as an elected council member my one vote will be used to make sure that city taxpayers have all their questions answered.

23. John Jermanis has intimated that he wants to retire. How would you go about appointing a new City Manager? 

It is my understanding that City Councils only approve and/or disapprove any new appointed City Manager.

24. What would you do in office to address poverty and homelessness in San Leandro?

Question No. 24 can only be addressed at the federal level of government. Social engineering would require legislative approval at all state government levels.

25. What would you do to improve public transportation and make San Leandro more conducive to walking?

The only justification for any public provided transportation is to “eliminate” walking. The cost for so-called “conducive walking” will surely “bankrupt” each and every city government.

26. How would you promote opportunities within San Leandro for minorities and other historically-disadvantaged populations? 

Surely it is evident that America has been for decades promoting opportunities within cities like San Leandro for minorities along with historically disadvantaged populations—and is continuing to do so. Walk the streets of San Leandro and honestly judge for yourself!

27. Do you think the City Council should ban the use of styrofoam containers and plastic shopping bags in San Leandro? Why or why not? 

ONLY WITHOUT ANY TAXPAYERS REVENUE FUNDING. Along with a two-thirds voter majority for approval and only on a limited time basis.

28. What would you do to decrease crime in San Leandro?

The city position is there is no crime increase in San Leandro, and the San Leandro Police Officers are in control of crime.

29. Briefly state your position on the use of eminent domain.

REDEVELOPMENT: EMINENT DOMAIN FOR PRIVATE GAIN. Legislative attempts to protect small property owners have been derailed by pro-development forces in Sacramento. Eminent domain usually is defended as a tool of “last resort,” yet eminent domain lies at the heart of the government coercion that makes redevelopment possible—destructive.

G. Summary

Please state why San Leandrans should vote for you.

Attention San Leandro Voters—If you honestly want city change then VOTE for Lou Filipovich. If I cannot enact meaningful change within my first 4-year term, I will then not run for my next 4-year term. I shall stand down and support someone else who will continue enacting meaningful public change!
